Somewhat ambiguous. I mean, even in capitalism, harsh as it might be, we do not make rubber balls out of people. The closest we may have gotten to that was in the Industrial Revolution before child labor laws were passed and children were regularly injured in cotton mills.
It is true some countries do neglect their children and adult citizens by having low or absent occupational safety laws. It is the responsibility of those countries to get their act together and protect their own people.
